The Legislature of the State of Mississippi has in Title 17, Chapter 1, Mississippi Code of 1972 Annotated delegated the responsibility to local government units to adopt regulations designed to promote the public health, safety, and general welfare of its citizenry. Therefore, the Board of Supervisors of Oktibbeha County adopted Floodplain Management regulations to protect human life and health, minimize the expenditure of public money for costly flood control projects and minimize the need for rescue and relief efforts associated with flooding and generally undertaken at the expense of the general public.
